The INF treaty signed between the United States and the Soviet Union in December 1987 is a milestone in the history of East-West arms relations. The profound changes which have occurred within Eastern Europe and the Soviet Union during the closing years of the 1980s have had direct links with equivalent changes in the East-West political environment. This has resulted in negotiated arms control re-emerging as a principal activity in working towards establishing a new East-West relationship.
