Author Biography:

PHILIP G. ALTBACH is J. Donald Monan, SJ Professor of Higher Education and Director of the Center for International Higher Education at Boston College. He is author of Comparative Higher Education: Knowledge, the University and Development, Student Politics in America, editor of International Higher Education: An Encyclopedia, Private Prometheus: Private Higher Education and Development, and other books. He is editor of the Review of Higher Education. DAVID ENGBERG is on the staff of the international division at the American Council on Education, Washington, D.C. He is a doctoral candidate in higher education at Boston College and has been on the staff of the Center for International Higher Education.
