Author Biography:

Thomas M. Leonard is Distinguished University Professor Emeritus at the University of North Florida where he taught Latin American Studies and United States foreign policy for thirty years. He initiated and directed the College of Arts and Sciences International Studies Program. He also lectured at Beijing International Studies University, University of Warsaw, Universidad de Mayor (Chile), Univeridad Nacional de Honduras and the Institute for Advanced Studies (Mexico).
