Excerpt from History of the First Battalion Naval Militia, New York, 1891-1911 During the fall of 1886, a Naval Reserve move ment was started in the City of New York by Mr. Aaron Vanderbilt, Capt. Philip B. Low, an ex-naval officer, and Capt. Henry Erben, U. S. N who prevailed upon Mr. Whitthorne of Tennessee to introduce Senate bill 3320, February 17, 1887, To Create a Naval Reserve of Auxiliary Cruisers, Officers, and Men from the Mercantile Marine of the United States. The measure did not become a law, but the Navy Department prepared a plan of organization for a Naval Militia. In 1888 Mr. Whitthorne again introduced a bill, H. R. 10622, To provide for the enrolment of a Naval Militia and the organization of Naval forces, etc. This bill was not passed, but it became the basis of State action. As the methods proposed in these bills were more to the organization of a national force than to a State Naval Militia, little was accomplished.
