This new book examines, especially in the UK context, whether homeland security is striking an appropriate balance. It assesses the nature of responses by key public and private sector bodies in the UK post September 11 for preventing, pre-empting, countering and managing terrorist attack. It examines the quality of these responses against a matrix of other factors (types of terrorist networks, tactics and targets of groups etc). It also compares and contrasts the UK's response with cognate states elsewhere such as the USA and the EU. It shows how responses that are now evolving are getting this balance right and how such a balance can continue to be struck or enhanced in the future.
