Author Biography:

Ryan K. Baggett, EdD, is associate professor of homeland security at Eastern Kentucky University in Richmond, KY. Chad S. Foster is assistant professor in homeland security at Eastern Kentucky University in Richmond, KY, where he supports student learning in the homeland security and emergency management fields of study. Brian K. Simpkins is associate director of research and evaluation at the Eastern Kentucky University (EKU) Justice and Safety Center, where he provides daily oversight of the Center's research support to clients such as the U.S. Department of Homeland Security (DHS).
