Author Biography:

Jo Inge Bekkevold is Senior Adviser at the Norwegian Institute for Defence Studies. He was previously a career diplomat, with several postings to East Asia. S. Kalyanaraman is Research Fellow at the Institute for Defence Studies and Analyses.
