In October 2009, Wiltshire CCG decided that a young man with autism and a rare pituitary condition needed a carer, but then refused to commission the requisite care. This book presents the evidence of how the CCG lost their way over the next decade. A detailed analysis of the CCG's files shows how they ignored official guidance and the opinions of their own experts. Poor governance led to multiple process errors and conflicted decision making, until, in May 2018, a unique trial under the Equality Act brought the CCG to court. Their case collapsed even before they had presented any evidence, and, under a court order, they accepted the need to provide the appropriate care.
