More than fifty years on from the end of World War II, relations between Japan and Russia have yet to be normalized. The so-called 'Northern Territories' problem has been the major stumbling block in preventing the two countries from signing a peace treaty and improving their relations. In this new volume, Hara scrutinises the crucial features of post-war bilateral relations, focusing on the problems of the territorial dispute and political rapprochement. She approaches these issues from the foreign policy decision-making perspective and examines four bilateral summits to explore patterns, changes and tendencies in the decision-making process. Moreover, her remarkable discovery of controversial archival documents introduces new aspects into the origin and nature of the territorial dispute. This is a comprehensive and well-documented study of the relations between the two countries. It is a balanced and sober account of one of the most controversial disputes in the Asia-Pacific.
