Life at radio station KLIK is much like that in other offices. The news director is in a messy divorce; the bookkeeper is stealing. Into this stew, a new boss, Morgan Hayes, arrives, hoping to make his mark. Instead he falls in love. Adjusting to all this would be problem enough but it is the mid-seventies and the FCC has mandated that a few women have to be given some of the better jobs in broadcasting. Pretty much any woman, any secretary or clerk, is to be kicked upstairs whether she wants the job or not till their numbers are better. And quickly, before the station license is challenged.
