Author Biography:

Kay Lawson is professor emerita of political science at San Francisco State University, San Francisco, CA. Baogang He received his MA from the People's University of China, Beijing, and PhD from Australian National University, Canberra, Australia. Anatoly Kulik is senior research fellow in political science at the Russian Academy of Sciences and lecturer at State University—Higher School of Economics, Moscow.
