Author Biography

Richard Rosecrance, is Adjunct Professor in Public Policy at the Harvard Kennedy School, Research Professor of Political Science at the University of California and Senior Fellow in the Belfer Center for Science and International Affairs. The author of The Rise of the Virtual State. Gu Guoliang is Senior Research Fellow and Deputy Director of the Institute of the Chinese Academy of Social Sciences. He is also the Council Member of the Chinese Association of Arms Control and Disarmament.
