Author Biography:

Norman Flynn was the Director of the Centre for Financial and Management Studies, SOAS, University of London.  He was previously been Chair Professor of Public Sector Management at City University of Hong Kong and  held academic posts at London School of Economics, London Business School and the University of Birmingham.  He has written about public sector management in the United Kingdom, Europe and Asia, public sector reform in developing countries and about the relationship between business government and society in Asia. Recent books include Public Sector Reform: An Introduction (European Commission); Public Sector Management (Sage, London); The Market and Social Policy in China (edited with Linda Wong) (Palgrave Macmillan); Miracle to Meltdown in Asia: Business, Government and Society (Oxford University Press) (last two both translated in Chinese), and (with Franz Strehl) Public Sector Management in Europe (Pearson). Further publications are listed on his website: www.normanflynn.me.uk He has training experience in Slovenia, China, Kenya, South Africa, the United Kingdom, Ukraine, Georgia, Sweden, Norway, Finland and Scotland.   Dr Alberto Asquer is Senior Lecturer of Public Policy and Management at the School of Finance and Management of SOAS University of London, where he acts as Director of the Centre for Financial and Management Studies. He is convenor of the on campus MSc Public Policy, Finance and Management programme, and of the distance learning MSc Public Policy and Management and MSc Public Financial Management programmes. After a degree in economics and a doctorate in Italy, he attained a MSc Management and a PhD at the London School of Economics and Political Science. His research interests are in the areas of regulation, organisational change, and public-private partnerships. His recent works include the books Public Sector Management (with Norman Flynn, SAGE, 2017) Public Sector Revenue (Routledge, 2017), and Regulation of Infrastructure and Utilities (Palgrave, 2018). He published research articles in journals such as Public Management Review, Governance, International Public Management Journal, Water Resources Management, and Annals of Public and Cooperative Economics. His last publication is “Uncertainty, institutions and regulatory responses to emerging technologies: CRISPR Gene editing in the US and the EU (2012–2019)”, published in Regulation & Governance in 2020. He is a qualified chartered accountant and accounting auditor in Italy, where he practiced for both private and public sector clients. He delivered executive training courses over about 15 years to clients from various countries including the US, China, Brazil, Mexico, Nigeria and Bangladesh.
