Author Biography:

Shannon Blunt is a Professor in the Electrical Engineering & Computer Science Department at the University of Kansas. He currently serves as an Associate Editor for IEEE Transactions on Aerospace & Electronic Systems, on the Editorial Board for IET Radar, Sonar & Navigation, and as Chair of the IEEE Radar Systems Panel. He was General Chair and Technical Co-Chair of the 2011 and 2018 IEEE Radar Conferences, respectively. He received a Young Investigator Award from the US Air Force Office of Scientific Research in 2008, the IEEE/AESS Nathanson Memorial Radar Award in 2012, and was elevated to IEEE Fellow in 2016. Erik Perrins is a Professor in the Electrical Engineering & Computer Science Department at the University of Kansas. He currently serves as Area Editor for IEEE Transactions on Communications for modulation and signal design, as Chair of the IEEE Communication Theory Technical Committee, and Co-Organizer for the 2018 IEEE Communication Theory Workshop. He also was Co-Chair of the 2012 IEEE GlobeCom Conference and Co-Chair of the 2009 IEEE International Communications Conference. He is a Senior Member of IEEE.
