This textbook journeys outside the courtroom and details how government regulatory agencies shape the law and how regulatory decisions can impact the public interest. This text is useful for graduate courses in law, economics, political science, education, and other fields of study. State regulation is crucial to trades and professions, health and safety, insurance, utilities, education, and the environment, et al. This text outlines the basics of regulation, starting with applicable definitions and elements. It covers presumptions and available alternatives to traditional "licensing" of participants. These include bond or insurance requirements, mandated disclosures, rules of liability involving civil remedies, criminal prohibitions, tax incentives, sale of marketing rights, and subsidies and other mechanisms that do not involve prior restraint licensing.

Robert Fellmeth is Executive Director of the Children's Advocacy Institute and holds the Price Chair in Public Interest Law at the Unviersity of San Diego. He has authored or contributed to fourteen books, and has served on the boards of Voices for America's Children and currently of Maternal and CHild Health Access Foundation in Los Angeles and of First Star Foundation. He is Chairman of the Board for the Public Citizen Foundation in Washington. Fellmeth is a graduate of Stanford University (BA) and Harvard University (JD). MARCUS FRIEDMAN is Administrative Director of the Consumer Protection Policy Center (CPPC) at the University of San Diego School of Law. He teaches California regulatory law and the public interest via courses and clinics, writes and reviews legislation on behalf of CPPC, and participates in various regulatory agency proceedings. He is also editor and contributor to the California Regulatory Law Reporter. Further, he advocates for gun violence prevention and drafted multiple bills that have become law.
