One hundred and thirty-eight years have elapsed since the memorable hour when the framers of a new nation signed that singular document known as the Declaration of Independence. We of to-day cannot appreciate the significance of. That occasion. What that hour meant to them it is almost impossible for us to estimate. We are too remote from the time to understand the conditions of that day and generation, the difficulties which confronted them, the obstacles that impeded the way to peace and progress; in consequence we cannot adequately value their achievement.
