Stephan Goetz is the Director of the Northeast Regional Center for Rural Development and Professor of Agricultural and Regional Economics at The Pennsylvania State University, USA. Rachel Welborn is Program Manager at the Southern Rural Development Center, Mississippi State University, USA.
