Author Biography:

Mark G. Field is an Associate at the Davis Center for Russian Studies and Adjunct Professor at Harvard University’s School of Public Health. Judyth L. Twigg is Assistant Professor of Political Science and Public Administration at Virginia Commonwealth University.
