Author Biography:

He is the author or editor of numerous books on Political Science and Constitutional Law including Presidential Willerns and Losers: Words of Victory and Concession, The Encyclopedia of Constitutional Amendments, and A Companion to the U.S. Constitution and Its Amendments.
