Author Biography:

KEN ALDRED is currently Director of the Council for Arms Control, an independent research body operating within the Centre for Defence Studies at King's College, London. He was Secretary-General of the national pro-NATO campaigning body Peace Through NATO and was awarded the OBE in the 1994 New Year's Honours. MARTIN A. SMITH is Senior Lecturer in Defence and International Affairs at the Royal Military Academy, Sandhurst. His publications in the field of European and international security include On Rocky Foundations: NATO, the UN and Peace Operations in the Post-Cold War Era.
