Author Biography:

Robert Hazell is a former senior civil servant and director of the Nuffield Foundation. The Constitution Unit, which he founded in 1995, is Britain's leading think tank on constitutional reform. His other books include Constitutional Futures: A History of the Next Ten Years (1999).
